Amplifying Offshore Wind Energy: A Review of Germany's 2024 Achievements and Future Proposals

2025-04-07
Germany's offshore wind energy grew in 2024, with 73 new plants. Learn about progress, challenges, and the need for policy and infrastructure improvements.

The year 2024 was a significant one for offshore wind energy in Germany, with the launch of 73 offshore wind power plants that, combined, had the ability to generate a whopping 742 MW power. Several new structures and foundations were also laid, setting the premise for further enhancement of the offshore wind energy sector. However, if this upward surge is to continue as planned, industry associations demand that the newly sworn-in German Federal Government provide a clear roadmap.

Offshore Wind Energy in Germany

Data from the German Offshore Wind Industry associations and the non-profit Offshore Wind Energy Foundation reveals the offshore wind energy sector's substantial growth throughout 2024. Detailed by consulting firm Deutsche Windguard, the figures indicate that 73 offshore wind power plants - producing altogether 742 Megawatts (MW) - were integrated into the power grid for the first time within this period. By the end of the year, an additional 66 foundations were installed, and 81 facilities were built, although these haven't yet added to the electricity grid. Cumulatively, as of year-end 2024, Germany was home to 1,639 plants with a total capacity of 9.2 Gigawatts (GW).

However, a lag in the expansion of the power grid and statutory leeway regarding the completion of offshore wind parks mean that the development goal of 30 GW, initially set for 2023, is now expected to be achieved by 2031. On the other hand, the sector could meet the 2035 objective of at least 40 GW a year ahead of schedule, provided conditions remain predictable for the industry.

The Need for Consistency in Offshore Wind Energy Expansion Post-2024

To plan for the long-term prospects of the industry and offshore wind energy projects, it is essential to have trust in expansion goals, according to industry associations. Avoiding another system breakdown in the evolution of this critical technology is key. The Federal Government must ensure areas for offshore wind energy in accordance with legal stipulations for a predetermined expansion path, providing a reliable development perspective. This will guarantee not only the successful attainment of climate goals up to 2030 and beyond but also the preservation of the industry's potential value.

The associations criticize that the new area development plan of the responsible federal office provides less clarity about the 20 GW expansion in the mid-2030s compared to a previous edition. It's vital to tap into area potentials, even in cooperation with neighboring countries.

Deciphering the Need for Auction Design Reformation

The current practice with offshore wind energy auctions none too complements offshore wind energy expansion beyond 2024. The focus on state returns is escalating electricity costs and causing severe financial strain on the supply chain. A reimagined auction design should cater to multiple requirements:

  • Harmonization with European standards
  • Nurturing conditions for affordable electricity prices
  • Strengthening the European value chain and industry's capacity for innovation
  • Ensuring a high probability of project realization
  • Minimizing risks and providing investment security
  • Preserving diversity among the stakeholders

In doing so, the federation can lift potential value, mobilize the necessary billion-dollar investments, and offer reliability for project carriers.

Intensifying the Focus on Energy Infrastructure Security

The increasing significance of offshore wind energy projects for power supply also necessitates the improved protection of critical maritime infrastructure. The Federal Government must promptly take measures to ensure these offshore wind power plants' physical safety and their connected network affiliation. This includes resolving responsibilities, partnering with federal or state water police for training exercises, and establishing dedicated emergency contact numbers. Enhancing facility cybersecurity measures, such as an effective implementation of the NIS2 or the EU's Cyber Resilience Acts, are also critical.

Harbour Expansion: The Gamechanger for Energy Transition

A swift escalation in offshore wind energy necessitates an upgrade to ports – modern, expanded, and more efficient. Assembly, logistics, and maintenance of offshore wind power plants require ample heavy-duty surfaces, which can also benefit onshore wind energy. This stands as a nation-wide responsibility. The federation, according to the associations, must assume more responsibility in the upcoming legislative term and back the expansion or modernization of heavy-duty surfaces in ports necessary for the energy transition.

The expansion of offshore wind energy is fanning a tremendous wave of opportunity for the maritime industry and its supply chain. From converter and foundation production to port logistics, shipbuilding and maintenance technologies, the offshore wind sector is creating new value and bolstering Germany’s economy in a sustainable manner. This must be a basic understanding for a policy that favors the economy and industry, particularly as the economy is currently showing signs of weakness.

This year, Germany is hosting the North Sea Littoral States Conference. Several associations are calling for concrete resolutions for project coordination, safety initiatives, bidding schemes, and network and port infrastructure to be placed on the agenda. They argue that these topics are of utmost importance if we want to seize opportunities and strengthen the economy further.

So, whether you're part of the maritime industry or a stakeholder in the broader supply chain, it's time to ride the wave of offshore wind energy. It's not just about harnessing power, but also about paving the way for a more sustainable, more resilient economy.
